Chinese travel visa apply as korean

Hey im korean citizen, and plan to travel to tokyo just for 1 week, and next week want to go to china, as time is pretty tight, and dont have time to go back to seoul, i want to apply chinese traveling permit from tokyo, is it possible even if i am not a foreigner who is residence in japan?
