i sincerely request to help us with our visa case please.

I am working with one of the NGOs in Kabul and we received an invitation letter together with our boss family. He's from South Africa the other day he want and got his Visa but as we applied for the same type with having the same invitation letter. they told us that we don't issue L type at the embassy.  and thank you so much for your prompt response.

Yes, individual L type isn't issued to Afghanistanis. They can just apply for group L type from Chinese embassy there. It's the embassy's rule. What's the purpose of your visit to China? Perhaps, you may apply for another type instead of L type.
