According to the latest information, it is still needed to enter Macau and it is needed to apply in advance. For the government passport, what do you mean? Does it a diplomatic type? If so, you can apply for a VOA when you reach Macau.

Government passport means passport issued for Government official not for Diplomat. Please advise.
