If I plan on traveling from North Carolina, USA to Beijing, then Hong Kong.

Arrival date in BJ on September 3, when will 72 hours transit end? For my returning flight from Hong Kong to USA, can I stop at Shanghai airport using 72 hrs visa free method before flying back to USA?

Generally, the 72 hours are simply calculated based on scheduled landing and scheduled departure of the flights. And yes, you can enjoy the visa-free policy for both of your trips, visa BJ and Shanghai.
