You can apply in Hungary if you have proof of residence status there, such as valid certificates or residence, employment or student status, or other valid certificates of legal staying provided by the relevant authorities. Other basic documents required include your passport, application form, photo, round-trip ticket and hotel booking. For business visit, an invitation letter from a Chinese company or unit is required as well.
