Where can I switch Z to X Visa

Hi! I'm an American living in China on a Z (working) type and I would like to switch to X1 (student) type. My University told me that I cannot make this change in China any longer because of the new July laws. Can I do this in Hong Kong or Thailand, or do I have to do it in my home country?
Thanks!

That is true that you can not switch types within mainland. The fact is that China tightens the entry requirements, as well as the extension of visas. I think it is worth a visit to local PSB and get direct answer from the officers there. Personally, I think the appliation in HK or in a third country may also change according to the new rule.
