Does a person having a Sri Lankan passport but Hong Kong ID need visa to travel to Hong Kong?

I'm enquiring about my mother who has a Sri Lankan passport, but has a Hong Kong Identity Card wanting to travel to Hong Kong in April, would she require visa to visit Hong Kong for about 3-4 days. Please reply as soon as possible.
