Applying for the Chinese visa from Hong Kong, is residence permit required?

Hi, I've tried to apply for a chinese L in germany...and they told me that I need a residence permit to be able to apply for one. Will I encounter the same problem if I went to HK to get my chinese L visa and would i need a HK residence permit?

Generally, it is ok for you to apply in HK without residence permit. As I know, you can try to apply via travel agency who has office handling application within HK airport.
