You can apply for a Chinese passport for you newborn baby in Australia if one parent is Chinese citizen and has not obtained Australian Permanent Residence Permit.

If the both parents are Chinese citizens who have obtained Australian Permanent Residence Permit, the baby can't join China nationality, he/she is an Australian auomataically.
