If you only renew Hong Kong Identity Card, China consulate in Toronto doesn't accept the application, you have to go to Hong Kong to renew it at the Hong Kong Immigration Department.

If you apply for new Hong Kong Identity Card and Hong Kong SAR Passport together, you can apply it through China consulate in Toronto directly.
