Can a person use Hong Kong Permanent Resident card enter China without applying Chinese visa?

A person can't use a Hong Kong Permenanet Resident Card to enter China, if he holds a foreign country's passport, he can use the passport to apply for Chinese visa, if he holds a Entry Permit of Hong Kong Residents/Macau Residents to the Mainland China (Home Return Card), he doesn't need to apply for China visa, he can use the Home Return Card to enter Mainland China.
