can I apply for a H.K smart card in Canada?

Hi, I am born in Hong Kong, but don't have a permanent ID card from H.K., can I apply for a H.K smart card in Canada? I have H.K. birth certificate and student ID card but have no smart card or any other ID card. Where can I go to get more info. on this???? thanks!

You can't get H.K smart card in Canada, please go to Hong Kong to apply for Hong Kong permanent ID card from the Immigration Department of Hong Kong by showing your H.K. birth certificate.
