About:China Visa

Can anybody tell me what are the new rules in getting china visa nowadays? And can I convert L (tourist) visa to Z (working) visa?

I have a FIlipino friend who's in need of it. Thank you!

For Filipinos, they can't convert L (tourist) visa to Z (working) visa in China.
