About:Chengdu Research Base of Giant Panda Breeding

I had a travel agent tell me that you can no longer touch or hold the pandas - can you confirm is that is correct or not.

Why is this so?
Do they not want any more donations?
Or do they think they are exploiting the Pandas?
I see it as a win win situation. They get funding and we get memories
