About:Shanghai Transportation

Hello, I'm italian citizen, I'm going from Italy to Sydney via Shanghai PuDong and have about 14 hours to wait from one flight to another. Is it necessary to have a visa for short visiting a city? Is it possible to obtain it directly in the airport after landing? Or I can only remain in the transit area inside airport?
Thanks
