Hai..Can i apply for visa on arrival in Lo Wu Border from Hongkong and get a departure flight from Bao'an Airport to Kuala Lumpur?Is there barrier a area district for the VOA? thx

No you can't, a visa at Luohu Boarder just apply to the Shenzhen Economic Special Zone area, while Baoan Airport is already out of that area.
