If it have some word like you can use this to buy goods, then I think it can be used to as cash, but as I know, most of the VIP card is just for some sort of discount, that's a means to attract you buy their goods. It would be very useful if you are going to buy large amount or expensive goods there, and also if you'll go there for many times.
