About:Chinese Embassy in Philippines

Just to clarify one of the listed requirements for a Z Visa which states as "The applicant who will stay in China for more than 6 months shall provide a Physical Examination Certificate for Foreign Citizen" - is this Certificate required at the time of submitting the application for Z Visa? If yes, where do I get the list of hospitals in Manila accredited by the Chinese Embassy?
