About:Chinese Crew, Resident and Journalist Visa

Hi, I am a US citizen and my wife has a China passport. I will apply for a D visa for me and our children who are also US citizens. We plan to live in China for the long term. Do you know if the Residence Approval Certificate has to be obtained in my wife's hometown (Guangxi) or if we can get it in Shanghai where we plan to move? And what are the costs to obtain long time residency in China? Finally if we visit China together on a tourist visa, obtain the Residence Approval Certificate and then go to Hong Kong, can we apply for the visa in Hong Kong?

You have to ask your wife's relatives within China to apply for Residence Approval Certificate from the Chinese the local Entry and Exit Administration Division under Public Security Department before you apply for the D visa, so you may only get the Residence Approval Certificate in your wife's hometown.
The visa fee is $130.
You can apply for the visa from the Commissioner's office of China's Foriegn Ministry in HK SAR.
