About:Hong Kong Travel

I want to travel hongkong also,but it seems that there are no requirments if chinese.

As I know, Hong Kong just free open to citizens of some specifically Chinese cities, but should apply for a document called 'Exit-Entry Permit for Traveling to and from Hong Kong and Macau' from the local police department. For citizen of other unopened cities, they are required to participate in a organized tour group and also apply for the permit. An unfair regulation, isn't it?
